The Joint Oxfam HIV/AIDS Program

The Joint Oxfam HIV/AIDS Program (JOHAP) in South Africa, managed by Oxfam Australia with input from Oxfam affiliates and AusAID, seeks to strengthen civil society's response to HIV and AIDS by supporting integrated community-based services for HIV prevention and care. Gender and sexuality, and the rights of people living with and affected by HIV/AIDS, are a program focus.
JOHAP is a large program that involves 28 local program partner organisations that deliver projects in the provinces of Limpopo, KwaZulu-Natal and Eastern Cape. Our partners work under three program objectives
- To strengthen approaches to HIV and STI prevention work that effectively address gender and sexuality issues, with a particular focus on young people
- To strengthen HIV and AIDS care, support and treatment services
- To create an enabling environment with a particular focus on the rights of people living with and affected by HIV and AIDS
Australian Partnerships with African Communities program (APAC)
The Australian Partnerships with African Communities program, managed by the Australian Government through AusAID, aims to contribute to poverty reduction and achieve sustainable development in Africa. Oxfam Australia is one of six Australian non-government organisations (NGOs) supporting the program in partnership with local NGOs in Africa. Oxfam's program focuses on HIV/AIDS. The South African partners we support through APAC are also supported through JOHAP. These partners are Targeted AIDS Intervention, the Centre for Positive care, the Bela Bela HIV/AIDS Prevention Group, the Comprehensive Health Care Trust and YMCA-Toti.
AusAID-NGO Cooperation Program (ANCP)
The goal of the Australian Government-managed AusAID-NGO Cooperation Program (ANCP) is to subsidise Australian NGO community development activities which directly and tangibly alleviate poverty in developing countries. The aim of this regional program is HIV and AIDS Impact Mitigation in Southern Africa. Through ANCP, AusAID supports selected activities of nine JOHAP partners in South Africa: Phalaborwa HIV and AIDS Support Group, the Bela Bela HIV/AIDS Prevention Group, the Comprehensive Health Care Trust, AIDS Legal Network, Lawyers for Human Rights, Operation Upgrade, Moletsi, Hillcrest AIDS Centre Trust and Tholulwazi Uzivikele-Manguzi.
Joint Oxfam Support for Campaigning on Health (JOSCH)
Oxfam Australia funds the Joint Oxfam Support for Campaigning on Health program in South Africa, managed by Oxfam Great Britain. Established in 2007, the program's aim is for government to take responsibility for providing poor people with quality health services which address their needs, including those living with HIV and AIDS and the specific needs of women and children.
Based on the experiences in South Africa, Oxfam believes that sustained campaigning by organised civil society rooted in practical experiences can result in improved government service delivery.
The JOSCH program will support the health service campaigns and advocacy work of South African partner organisations at a local, national and - where appropriate - international level. It will focus on linking the work and the various levels and ensuring that all work is rooted in partner experiences and driven by their priorities. Objectives of the JOSCH program include:
- Strengthening partners' and allies' advocacy and campaigns so that people living in poverty are able to assert their rights to access quality health services through the
- Expanding the pool of empowered health care workers with better working conditions to meet the health needs of those in poverty
- Improving access to quality health services for people living in poverty through strengthened collaboration between civil society and government health service provision
AIDS Legal Network
The AIDS Legal Network (ALN) promotes an effective civil society response to HIV/AIDS based on a human rights perspective. The ALN is a national network of organisations which aims to enhance vulnerable people’s access to legislative and policy measures, and conducts human rights education for civil society organisations. The network has run paralegal training and advocated for policy development regarding HIV/AIDS and human rights.
Bela Bela HIV/AIDS Prevention Group
The Bela Bela HIV/AIDS Prevention Group aims to reduce the spread of HIV by involving people living with HIV/AIDS and the community. The group provides awareness campaigns for schools, community groups and businesses; counselling; home-based care for people living with HIV/AIDS; care for orphans; and works with other communities to set up prevention, care and support projects.
